Hello, none of the skill trainers listed on guild wars wiki seem to have this skill.
Is there something you need to do first to be able to buy it?

Its a sunspear only skill, you will need to purchase it from a hero skill trainer in elona, it will cost you one hero skill point.

Guild wars wiki say "Hero Skill Trainers:

* Pikin (Kamadan)
* Shiloh (Sunspear Great Hall) "

When I visit each of these, they don't have the critical agility skill.

as an addendum to what Zamochit said, you'll find it in the Sunspear Great Hall, near Kamadan, talk to the hero skill trainer and select sunspear skills.

yeah its not under "assassin skills"

Critical agility is a sunspear skill. You have to get at least 1 rank in the sunspear track to buy it. It will be listed under sunspear skills, and is available from a hero skill trainer in kamadan or the sunspear great hall.
